ډېرى افغانان داسې انګېري چې د افغانستان د ناخوالو پيل په هېواد كې د سياسي ګوندونو له پيدا كېدو او د دولت پر چارو د هغوى له مستقيم او غير مستقيم اثر سره تړلى دى.
د هېواد د معاصر سياسي تاريخ په نظر كې نيولو سره، د سياسي منطق په رڼا كې، دغه انګېرنه تر كومه حده سمه ده؟ دا د اوږده بحث خبره ده، خو عملاً د طالبانو د رژيم تر ړنګېدو وروسته يو شمېر سياست والو خپل دريځونه د همدې انګېرنې تر اغيز لاندې و ټاكل. په دې ګومان چې ګوندونه او ګوندي سياستونه د خلكو بې باوري راپاروي، ښاغلى حامد كرزى د خپل شخصيت او د خپلې شخصي تجربې سره د ولس په مخ كې ودرېد او د پيل شوي كار د بشپړولو په نامه يې د افغانانو ملاتړ وغوښت. تر يو حده پر ولسمشر د ولس باور او يو څه د هغه پر مخالفينو د خلكو نه باور د دې باعث شول چې ښاغلي كرزي په مناسب اكثريت د جمهوري رياست ټاكنې و ګټلې.
د ولسمشرۍ د ټاكنو پر مهال د ښاغلي كرزي تحليل سم وخوت او د بري لار يې ورته پرانيستله.
هغه مهال نه په افغانستان كې رايج سياسي فرهنګ او نه په هېواد كې حاكمو شرايطو دا ايجابول چې د ولسمشرۍ كانديدان دې ولس ته يو مشخص او منسجم سياسي پروګرام وړاندې كړي. كانديدانو د يو لړ عمومي هيلو او نا مشخصو ژمنو پر بنسټ د خلكو باور و غوښت. ځكه خو تر ټاكنو وروسته نه له ولسمشر سره او نه له خلكو سره داسې يو لاسوند موجود و چې د حكومت او ولس ترمنځ د يو سياسي ټولنيز تړون حيثيت ولري. خلكو، هر چا په خپل زعم، له ولسمشر څخه بېلابېلې تمې درلودې او ولسمشر هم د يو ټاكلي، اعلان شوي پروګرام د نشتوالي له وجهې اړ و چې د دولت او حكومت چارې د لنډ مهالې ادارې او د انتقالي دورې په دوام د يو لړ سازشونو او جوړ جاړيو پر بنسټ پر مخ بوزي. د ولس او ولسمشر تر منځ هغه اومړى تار چې له ټاكنو وروسته غزول شوى و د دې جوګه نه و چې خلك له ولسمشر سره نېژدې وساتي او ډېر ژر د ښاغلي كرزي د ژمنو او تعهد په اړه پوښتنې پيدا شوې.
د پارلماني ټاكنو پر مهال ولسمشر بيا هم خپل پخوانى دريځ وساته او هڅه يې و نه كړه چې د خپل سياست د پلي كولو په موخه په هېواد كې داسې يو سياسي جريان را و پنځوي چې تكيه پرې وكړاى شي. داسې ښكاري چې ښاغلي كرزي غوښتل چې په افغانستان كې د فرانسې د جنرال دوګول او د ايران د آيت الله خميني تجربې تكرار كړي: جنرال دوګول فكر كاوه چې سياسي ګوندونه د ستونزو سرچينه ده او سره له دې چې ګوندونه يې د ډيموكراسۍ سره تړلې يوه پديده ګڼله څو ځلې يې هڅې وكړې چې په سياست كې د ګوندونو نقش كم كړي. آيت الله خميني هم ځان د ايران د اسلامي انقلاب داسې يو مشر ګاڼه چې د ګوندونو په محوطه كې نه شو را ايسارېدلاى. د دغو موډلونو تطبيق په افغانستان كې عملي بڼه نه درلوده ځكه چې دوګول چې د فرانسې د مقاومت مشري كوله نو هم يې د خلكو له لوري ملاتړ كېده او كله چې يې له جنګ وروسته په سياست كې مداخله كوله نو هم ورته خلكو د هېواد د ژغورونكي په سترګه كتل. همدا راز آيت الله خميني د شاه له رژيم سره د اوږدې مبارزې له امله ټولو ايرانيانو د خپل مشروع مشر په حيث منلى و. په داسې حال كې چې ښاغلي كرزي يوازې د ۲۰۰۱ كال د سپتمبر له پېښې وروسته د يوې افغانستان شموله سياسې څېرې په حيث تبارز وكړ او ان د ټاكنو تر مهاله يې ځينو كړيو سياسي مشروعيت ته د شك په سترګه كتل.
كه ښاغلي كرزي غوښتل چې له افغانانو سره د كړيو ژمنو په پلي كولو كې خلاص مټ ولري نو بايد پر داسې يو سياسي ځواك يې تكيه كړې واى چې د ده له سياسي جهانبينۍ نه يې بې قيد وشرطه ملاتړ كړى واى. د دې پرځاي اولسمشر دا ښه وگڼله چې د جرګو او مركو په وطن كې د جرګه مارۍ په خپل بې ساري مهارت بسيا وكړي. ښايي داسې يې انګېرلي وو چې كولاى شي د شخصي علايقو پر بنياد ټول هغه وكيلان پر ځان راټول كړي چې له ګوندونو او وسله والو ډلو سره يې تړاو نه درلود. په ولسي جرګه كې د وزيرانو د منلو پر سر جنجالونو او د بودجې د تصويب پر مهال د وكيلانو بې ځايه غوښتنو دا ثابته كړه چې هغه غشى پر تيږه لګېدلى و.
كه ولسمشر غواړي چې د روانې نقنينيه دورې تر پايه تل د ورته ستونزو سره سره مخامخ نه وي او د راتلونكو انتخاباتي ميعادونو د پاره له خپلې لارې څخه يو لړ خنډونه ايسته كړي نو بايد چې له شورا څخه دباندې د داسې يو سياسي ځواك څرك ولګوي چې د ده او خلكو ترمنځ د باور په ټينګولو كې ورسره مرسته وكړي.
عملاً دغه ډول يو ځواك د اوس د پاره د افغانستان په سياسي فضا كې نه ښكاري. له بل پلوه كه ولسمشر اوس اعلان وكړي چې ګوند جوړوي يا يې ملګري دا كار وكړي نو دا به پر شوې اشتباه داسې يو اعتراف وي چې د لومړي كتار د يو سياستوال د پاره به د زغم وړ نه وي.
د دې له پاره چې په راتلونكو كلونو كې د اولسمشر ټول وخت او ټوله انرژي له ولسي جرګې سره په زور ازمييلو ضايع نه شي نو لازمه ده چې اولسمشر يو وار بيا له ولس سره خپل اخلاقي تړون په داسې ډول تازه كړي چې له يوې خوا ورته د خلكو خواخوږي راجلب كړي او له بلې خوا ده او دده ملګرو ته داسې يو اخلاقي لاسوند شي چې هېڅوك يې مشروعيت ته د شك په سترګه و نه شي كتلاى.

AFGHANS ABROAD: A NASCENT DIASPORA
The Afghan emigration is a relatively recent phenomenon, connected to particular geopolitical events. Thirty years ago, hardly some dozens of young Afghan were abroad mainly within the framework of governmental educational projects. The Afghans who had definitely opted for long-term exile are so small that they can be counted on one hand. The economic emigration to the Gulf countries and Iran was still rising.
The communist coup d'état of April 1978, the Soviet invasion of 1980, the inter-Afghan wars, which followed the withdrawal of the red army and the Taliban phenomenon forced millions of Afghans to go into exile in successive waves. Each of these waves of migration presents sociological, economic and cultural peculiarities, which must be taken into account when we approach the question of Afghans abroad.
Even though nearly one in five Afghans lives outside of the borders of Afghanistan, and even though Afghans live almost in all five continents, they only constitute newly created groups of political and economic exiles who have not yet found their place in the host countries.
Since it is a very young migratory phenomenon, we lack statistical data and reliable scientific studies to correctly approach the sociological behavior of the Afghans abroad and the problems they face.
The following remarks are based on partial observations and aim only at sketching axes of reflection on what is the Afghan Diaspora and how it perceives itself and how it is perceived by others.
I - Various waves of the Afghans migration
The communists took power as a result of a military coup d'état in April 1978. The Islamist groups, benefiting from the support of Pakistan and western countries rushed into military action within the first weeks of the coming to power of the new regime.
The dogmatic and repressive approach of the communist government in itself led a part of the Afghan intelligentsia to go into exile. Besides, several thousand Afghan civilians also fled due to the brutality with which reforms were carried out.
Following the Soviet invasion in December 1979, the nature of the Afghan war was fundamentally changed. It became a war of national liberation. The situation in the country on one hand and the religious obligation to migrate (hejrat) on the other were exploited by the resistance movements coupled with a certain benevolence of the western world towards the Afghan refugees led to a massive exodus.
In a short time, the Afghans left their country by their millions. The largest part of this migratory stream was absorbed by the bordering countries Pakistan and Iran. But the Afghan refugees who could afford it went to the western countries, which welcomed them favourably. Alongside the Afghan refugees, some Pakistani and Iranian candidates for the emigration took advantage of the benevolent feelings towards the Afghan refugees and taking advantage of the lack of knowledge about Afghan realities in the western administrative structures, they applied for refugee status as Afghans.
The Red Army left Afghanistan in February 1989, but the war in Afghanistan did not stop due, mainly, to international geostrategic stakes and particular interests of the neighbouring countries. In 1992 President Najibollah’s regime, which had failed to assert its national character despite having parted with the communist ideology, crumble under the combined assault of the mojahiddines and a fraction of the former communist party. The Islamist parties, which led the resistance against the Soviet occupation were unable to agree on sharing power and plunged the country into a bloody anarchy.
This time round, those who had put up with the pro-Soviet regime of Kabul were forced to go into the exile.
The exiles of the first wave had strong ideological motivations and depending on whether or not they shared the views of Islamist factions of the opposition, they either chose to stay in the neighbouring countries, or moved to more distant destinations. The second wave which was much more massive, was also more varied in their views and social background. The largest number of these refugees stayed in Pakistan and in Iran because of the limited resources available to them. They constituted a real base of support for the resistance movement, providing them with legitimacy, a social base and a recruitment pool all at once.
Those with weaker ideological commitment and sufficient material means went to the West. So, the Afghan community of Europe and America, which at the beginning of 1980s, mainly consisted of members of the intellectual elite extended to the middle class urban bourgeoisie.
Finally, the third wave which coincided internationally with the dismantling of the Soviet empire and internally with the collapse of state apparatus affected all layers and social categories. Once again, a great majority of the exiles settled in neighbouring countries and a numerically and relatively small minority scattered across the world in search of less harsh living conditions.
Because of their very large numbers and high concentration, the Afghan refugees who stayed in Pakistan and Iran reconstituted rather easily the traditional networks of solidarity: families, even whole villages more or less regrouped together into refugee camps. These communities live in almost autarky. Interactions with the local populations of the host countries are maintained at a relatively limited level. Links with their places of origin, inside Afghanistan, are not totally interrupted. Refugee camps escape very often the authority of the host countries. Indeed the main part of everyday life of the refugees is managed by the Afghan people in charge even though the latter works in direct co-ordination with the authorities of the host country. On the economic side, even if the refugees act as economic agents in the host countries, they often do so through intermediaries who play a buffer role between them and local populations. Therefore, it seems that neither the refugees, nor the national authorities of host countries, nor the international authorities seems interested in the integration of the refugees. It frequently happens that children who were born in the refugee camps, reach adulthood without ever having had significant contacts with the local populations.
In the 1980s, some western researchers predicted almost complete integration of the refugees in the areas where they were settled and that they would not return to their homeland. This hypothesis was based on the common cultural and linguistic background of the refugees and the locals. It turned out to be wrong. Now, we notice that the phenomena of concentration and administrative separation widely contributed to the preservation of the original solidarity, favouring the return of the refugees to their places of origin. Actually, these refugees have vocation for going back to Afghanistan in the relatively near future.
On the other hand, the Afghans who opted for culturally and geographically distant destinations made a bigger effort of integration. In almost all cases, this integration is successful. The economic, social and cultural constraints of host countries have required adaptation, which has made the prospect of return to Afghanistan helplessly impossible. This group constitutes the central core of the would be Afghan Diaspora.
II - cultural Adaptation
As stated above, the Afghan refugees who live in camps in Pakistan and in Iran maintained the traditional solidarity and their cultural specificities. These groups which make nearly 90 % of all the Afghans abroad have no vocation to be a part of the Diaspora.
The Afghans, who chose the western countries, underwent a real cultural shock which affects the migrant adults, children, who accompanied their parents on the exile path, and the children who were born abroad differently.
Roughly:
• In their great majority, the migrant adults fitted into the western societies while keeping their distance from the cultural values of host countries. They take advantage of personal freedoms provided by western societies rather widely while protecting a set of social relationships linking them to their pasts. An example of this selective adaptation is collective prayer. In the daily life, a very large number of exiles show an evident laxness in offering prayer and few take time to go to collective prayers if there are mosques where they live. On the other hand, when they meet during condolences or remembrance of the dead, collective prayer is almost an obligation.
In their relations with their children they emphasize some cultural features, mainly the practice of speaking their mother tongue, religious practice and the rules of propriety.
• The already socialized children who accompanied their parents, already know Afghan languages and culture. They adapt more easily than their parents to new living conditions. These young people often serve as a "cultural bridge" between the family circle and the outside world and sometimes play as a buffer.
• The children born in exile seem more resistant towards family values: they have no real command of the language of their parents, take more liberties vis a vis religion and do not care that much about events which affect Afghanistan. These children, who are mainly teenagers, live painfully in the cultural constraints of the family.
One of the consequences of this cultural dissonance at several levels is the impossibility of returning to Afghanistan. Whatever the desire of the parents to return to Afghanistan, the difficulty of cultural insertion of their children in the country of origin acts as an almost irresistible brake on the realization of this desire.
III - Awareness of the difficulties
The educational project of the exiled parents consists of perpetuating their cultural values in an unfavourable environment. This naturally often puts a check on their wishes because it is based on no social reality but family life.
The loss of the ancestral values and the adoption by the young generation of the behaviour of the society in which they grew up, which in turn has become theirs, is a natural phenomenon which their parents cannot tolerate. Some of this behaviour, notably those related to parental authority and sexual relations challenges the most important values of honour and self-esteem of the parents while they seem natural to the children.
On the other hand, Afghan communities in various countries are so small that the existing links of solidarity do not go beyond the sharing of some important events such as marriages and deaths. Every family lives with its own problems and when they meet each other, they content themselves with a superficial evocation of the situation in the country.
To minimize psychological suffering, the only way left for them is denial: parents let their children be the way they wish and act as if nothing is wrong. As for the children, they keep their parents away from their difficulties and their concerns. As a result the communication between the generations, if not totally interrupted, is reduced to a minimum.
The mass media focus on the ongoing political and military events of Afghanistan, and since the Afghans constitute so small a community, there is no public space where they could build a realistic image of themselves.
For example when we consider the participation of the Afghans abroad in the reconstruction of their country and of Afghans inside Afghanistan, we could hardly imagine any means other than through physical and individual involvement of each individual without taking into account cultural and economic constraints. This abstract and unrealistic approach is without any doubt one of the reasons for the failure of most repatriation projects.
For the Afghans abroad to be able to accept their condition of being a Diaspora fully involved in the socio-economic structures of their new countries and the challenges that the Afghans will face in the 21st century, they would have to find the means of building an image of themselves which is based on their own social and cultural realities rather than on the myth of a population of exiles in search of their roots.
From the outset of the Afghan migration, some intellectuals published newspapers, which allowed them to make their political presence on the political scene of Afghanistan in spite of their geographic estrangement. In the 1990s the first radio stations, notably in North America, appeared and some European states opened their television channels to the Afghan community. All these media were dedicated to maintain links between the Afghan abroad and Afghanistan. Some Afghans – there are not many of whom can be named - and foreign film-makers also have shown interest in the exiles’ conditions but due to lack of sufficient resources, the productions deal is essentially with the fate of the refugees and remain marginal.
Afghan writers and artists who work in their adopted countries again seem to be looking for a place for themselves. As for the researchers who are interested in the genesis of the diasporic phenomenon, the works of these writers and artists are yet to reach the general public.
Some writers who have started to deal with these questions in their novels and short stories have made efforts to understand the complex realities of the conditions of the Afghan abroad.
The creation of an Afghan Diaspora which would totally be conscious of its specificness and which would be recognized as a different but important constituent of the national community is possible only through the building of a realistic image of this Diaspora. |

جهاني مې پير دی، او که سجادې مې په ميو رنګوي هم په دې تمه چې ”سالک بې خبر نبود ز راه و رسم منزلها“ ور سره يې منم. هغه قسم کړی چې ”سو“ به پرې څوک ”شو“ نه کړي، او زه يې دا د شاعر په بغاوت ورحسابوم که هر څومره مې د معياري ژبې هيله نهيله کوي، د زهرو غړپ دی تېروم يې. معصوم هوتک هم د علم په هسکو څوکو زما له شره خلاص بويه، چې هر څومره معياري ژبه په لغتو هم ووهي، له علمه يې ګټه اخلم، غاښ پر غاښ کښېمنډم خو ليکنې يې لولم.
د بېنوا وېبپاڼې پر مخ مې سر په سر د داود جنبش او عبدالباري جهاني سره مرکې ولوستلې. جهاني سېب ته خو مې دو دسته سلام دی، د ياغي شاعر په صفت يې دا ناز هم په سر سترګو وړم چې پر ژبني معيار پښې ږدي. تر هغه وړاندې دا کار غني خان هم کړی دی. ښکلي شعرونه يې په خپله محلي ژبه ليکلي. د اروپا سور رياليستان له ځانه بې مانا ټکي جوړوي د شعر په نامه يې لوستونکو ته ورسپاري نو جهاني ولې د معيار په زموللو جزايي کړم؟ خو د جنبش سره به يو څو خبرې ضرور اړوم.
داود جنبش مې يار هم دی، همزولی مې هم دی او خدای مې دې نه غلطوي، فکر کوم چې يو بل ته ډېر درناوی هم لرو. په خپلې دغې مرکې کې يې ويلي دي، او په حقه يې ويلي دي چې : ” موږشاعران اوداستان ليكونكي نه يوولي موږبدرنګه ژبه هم نه ليكوموږ، ښايښته ژبه ليكو“. د جنبش کتابونه مې هم لوستي دي، په بي بي سي کې خو يې خبرې په اونۍ کې څو ځلې اورم او تر اوسه مې پر دې وياړل چې داود جنبش د ګوتو په شمار هغو ژورناليستانو څخه دی چې معياري ژبه کاروي. بېنوا وېبپاڼې چې د جنبش مرکه خپره کړې ، په هغې کې يې په خورا هېښوونکې توګه خپله ژبه دومره بدله کړې چې ته وا د مرکچي محمد ابراهيم سپېڅلي سره يې د جنوب لوېديځې لهجې د کارولو مسابقه پيل کړې ده.
نه پوهېږم چې دا کار جنبش د سپېڅلي له سترګو کړی او په لوی لاس يې معياري پښتو په لغته وهلې که څنګه؟ که چېرې ريښتيا هم داود جنبش د دغه ډول غير معياري خبرو لوری نيولی وي نو بيا خو زه هم حق لرم چې د کوړکې چرګې غوندې يې په ټونګو ټونګو تر کونړه و زغلوم. او په دې پلمه به رانه خلاص نه شي چې ”يار د يار د پاره خوري د غوايه غوښې“.
بل امکان دا دی چې مرکچي د مرکې متن په خپله له سره جوړ کړی وي. نو بيا به دا فيصله لوستونکو ته پرېږدم چې دا کوم ژورناليستي اصول دي چې پر ژبې د ملنډو وهلو اجازه ورکوي. |

چې تا ته ښکلې ښکاري
ورته دې زړه پسخېږي
که دې د خپلې ښکلار سيوری په کې
لټوې، پام کوه چې
د چا خيالي خالي بوټانو د تلي
دې پر مخ زخه نه شي
زما د ګلو لښتې
دغه خاورين تندي ته
په کم نظر مه ګوره
زما په سر وخېڅه
نېغه شمله شه ګلې
پردو ګلانو پسې
ټوپونه څه ته وهې
لاس به دې تش پاتې شي
ماتې به کړې څنګلې
